The Kern County Animal shelter has lots of purebred dogs and puppies up for adoption. $75 gets you a dog that is neutered/spayed, vaccinated, treated for fleas, and a free vet exam. All animals pass a behavior test before being put up for adoption. If the dog you want is not up to their adoption release date you can put your name down and be the first on the list for that pet.

chihuahuas

jack russel terriers
pit bulls
saint bernard
mastiffs
queensland heelers
border collies
labradors
golden retreivers
poodles
pomeranian
boxers
basset hound
dalmatian
huskies
cocker spaniel
and of course lots of mixed breeds
cats:
tons of kittens, long haired and short
siamese
snowshoe
Here's a link where you can see what's available. If they don't get adopted right after coming in they get put to sleep, so why spend $300 on a puppy when you can get one for $75 that's already been vaccinated and fixed.
